MATCHING AGREEMENTS

Below is a listing of all DoW matching agreements and their corresponding Federal Register Notices. The Computer Matching and Privacy Protection Act of 1988, Pub. L. No. 100-503, 102 Stat. 2507 (1988), amended the Privacy Act of 1974, 5 U.S.C. § 552a, to include provisions governing computer matching activities.  Pursuant to 5 U.S.C. § 552a(o), "no record which is contained in a system of records may be disclosed to a recipient agency or non-Federal agency for use in a computer matching program except pursuant to a written agreement between the source agency and the recipient agency or non-Federal agency," subject to other delineated exceptions.

Agencies use matching agreements to conduct many government functions, including establishing or verifying eligibility for Federal benefit programs, or identifying payments/debts owned to government Agencies. A matching agreement is a written contract that establishes the conditions, safeguards, and procedures under which Federal Agencies agree to disclose data where there is a computerized comparison of two or more automated systems of records.
