The Privacy, Civil Liberties, and Transparency (PCLT) Directorate unifies key programs governing intelligence oversight, privacy, civil liberties, transparency, and regulations.  Integrating PCLT capabilities across intelligence and non-intelligence activities, PCLT provides independent oversight while supporting the Department of War’s mission with efficient and accountable governance of information and regulatory practices. The Director, PCLT also serves as the Department of War Senior Intelligence Oversight Official, retaining direct access to the Secretary or the Deputy Secretary as circumstances require.

On 16 October 2025, the Secretary of War administratively realigned the Office of the Assistant to the Secretary of War (OATSW) for Privacy, Civil Liberties, and Transparency (PCLT) under the Office of the Director of Administration and Management (ODA&M).  The PCLT Directorate retains the same missions, functions, and responsibilities.
