Established on September 1, 2021, the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT)) unifies key programs governing intelligence oversight, privacy, civil liberties, transparency, and regulations. Integrating PCLT capabilities across intelligence and non-intelligence activities, OATSD(PCLT) leads DoD in the efficient and accountable governance of information and regulatory practices in support of DoD missions and provides appropriate independent oversight.

The ATSD(PCLT) is the Principal Staff Assistant and advisor to the Secretary and Deputy Secretary of Defense for privacy, civil liberties, transparency, regulatory, and intelligence oversight matters and serves as DoD’s Privacy & Civil Liberties Officer, Chief Freedom of Information Act (FOIA) Officer, Regulatory Policy Officer, and the Senior Agency Official for Privacy. The Principal Deputy ATSD(PCLT) also serves as the DoD Senior Intelligence Oversight Official (SIOO).
