Building Trust and Value Through Accountability, Responsibility and Excellence

Established on September 1, 2021, the Office of the Assistant to the Secretary of War for Privacy, Civil Liberties, and Transparency (ATSW(PCLT)) unifies key programs governing intelligence oversight, privacy, civil liberties, transparency, and regulations. Integrating PCLT capabilities across intelligence and non-intelligence activities, ATSW(PCLT) leads DoW in the efficient and accountable governance of information and regulatory practices in support of DoW missions and provides appropriate independent oversight.

The ATSW(PCLT) is the Principal Staff Assistant and advisor to the Secretary and Deputy Secretary of War for privacy, civil liberties, transparency, regulatory, and intelligence oversight matters and serves as DoW’s Privacy & Civil Liberties Officer, Chief Freedom of Information Act (FOIA) Officer, Regulatory Policy Officer, and the Senior Agency Official for Privacy. The Principal Deputy ATSW(PCLT) also serves as the DoW Senior Intelligence Oversight Official (SIOO).
